Through my many years working as a professional PC repair tech I have seen multitudes of problems and issues causing a PC to slow down, crash, and act strange.

Step 1:

Uninstall any programs you no longer need! The built in Windows uninstaller will usually always leave junk traces of an applicaition all over your computer. Scan For Viruses and Malware. This is a crucial step. Many computers are infected with harmful malware that is already attacking your computer! Manage your startup applications. This step can speed up your pc by up to 400%

Using a proper startup manager is key to running a fast system. The more applications that start automatically when your computer starts will greatly slow down your system and will most likely cause errors. If you do not take any of the other steps in this guide, at least follow this one because you will see most of a difference.
